This is Popeye Lingo Game, also know as Popeye English Game, that follows the idea of the same game for NES, but expanding it to have more languages such as Portuguese and Spanish - also having the words in Romanji and Katakana (both Japanese writings) - and you can freely select languages to be used as hints or words to be guessed!
